This is the debut single from Dunedin band Knobz. It was released in 1980 by EMI. Who later rejected their second single, the hugely successful Culture on the grounds it was too political. Knobz released a total of four singles and one album. They also self-released the single Radiation For Free as Rockylox the previous year.

Do you have the Rockylox track "Radiation for Free?" I'd like to add it to this collection of the music of Three Mile Island: http://tapewrecks.blogspot.com/2014/03/radioactive-releases-music-of-three.html
